Festival Safety Plan

Precautions
The City of Dublin has developed a comprehensive plan in the event of a severe weather incident or other potential threat to the Dublin Irish Festival.

Members of staff, volunteers and contractors have gone through training in order to ensure the safety of our guests. In addition, we hire a meteorologist to be on site during all hours of the Festival to give us the most up to date and precise information for our area.

Shelters
During an evacuation or suspension of operation, guests will be encouraged or required to leave the Festival grounds and take shelter in one of the following locations:
Dublin Coffman High School – located across the street from the east entrance
Dublin City Hall – located near east entrance
Dublin Recreation Center – located near the north entrance

Please note, during severe weather, tents are not a safe shelter.

Tiers
During a critical incident, the following tiered plan will be used to guide staff and volunteers on their actions.

Tier 1
Tier 1 will indicate that severe weather is approaching the event area with an estimated arrival of one to two hours. It is mainly a watch and see situation, no public information will be distributed.

Tier 2
Tier 2 will indicate that severe weather is approximately one hour away from the event.. At this point, typically an announcement will be made on stages or on the public address system.

Tier 3 – Suspension of Operations
Tier 3 will indicate that severe weather is imminent. All Festival activities immediately stop. Announcements will be made recommending that guests take shelter. Announcements with information about the threats will be made at stages as well as on the public address system.

Tier 4 – Evacuation
Tier 4 will indicate that an emergency has been identified which poses an imminent threat of death or serious injury. In Tier 4 the Evacuation Plan will be put into place. There are three very important differences that distinguish an evacuation from a suspension of operations:

  • In an evacuation, public safety personnel will require all guests and participants to leave any area(s) that pose an imminent threat to their safety.
  • Notification to guests and participants will be more urgent and may specify the type of incident.
  • All staff will eventually be required to move to a safe location as well.

All Clear
An all clear status describes the point at which no imminent or credible threat exists. At that point, the Festival will reopen.
